Usually broken in for random shenanigans and/or traitorous activity since no one cares about this place anyways. But this is where your imagination steps in; you can make this room into whatever you can think of! If you don't have the access, the Head of Personnel probably doesn't have any objection on giving it to you. Remember (when explaining your creation to the security), there's a very fine line between genius and crazy.
