Introduction

The Draconic Empire is a militaristic and expansionist civilization as one of the three major portions of the Federation Despite under the strict rulership by their Queen, Commands-The-Lizards, the throne is always under duress and competition. The Empire has been and continues to be the top supplier of munitions, weapons, ammunition, and the engineers to operate and maintain them for Whiterapids. It was, in fact, the military engineers that designed the now popular Gauss Guns so frequently seen amidst Whiterapids fleets.

History

Divergence

The Draconic Empire's history is a long saga of turmoil and war. Negotiating has rarely been seen as an option until the first Empress who united the three moons under a single banner, Rules-The-Moons.

During her inspiring leadership, she managed to show her people the ways of charisma, negotiation, and compromise but many traditionalists still exist within the empire. Her successor, Pets-The-Kobalds, had unfortunately died from mysterious circumstances, and couldn't continue her predecessor's style of leadership. leading to further divergence between the now two parties; the Pragmatists and the Militarists.

Pragmatists

Pragmatists are the current controlling party of the Empire. From the teaching of Rules-The-Moons and Pets-The-Kobalds, they try not to think of war as a solution but rather a last resort. Though they are only in the beginning stages of actually implementing these philosophies and it is taking time for them to acclimate to such a dramatic change to their ideals and problem-solving.

Their negotiation skills are very obviously and expectedly lacking, often treating negotiations like a trade more than a compromise with little nuance or time spent deliberating on such discussions. They have been highly encouraged and supported by members of the Dominion of Light though the Militarist party use these poor negotiating skills as fuel for their argument against the Pragmatist way of rulership.

Militarists

The Militarist party is expectedly focused around the military operations of the Draconic Empire and major portions of the government despite not being in direct control. They see the attempts of peace and negotiations from the Pragmatists as naive and foolish, a betrayal of their history and culture. They have, several times, ignorantly denied Rules-The-Moons' diplomatic ability and skill that had established the rapport with the alien species that had discovered them and gave them the technology to started the Empire the begin with. They tend to use The Dominion of Light as an example of where negotiation would bring their people, to laziness and forgetfulness of their ancient martial traditions. 

Footnote: The Militarist party has been observed to have some relation to the Tortugan Raiders, or at least a small split off known as The Hunters.

Faction Relations

SolGov

Despite their warred and vicious history, the Draconian Empire isn't afraid to admit when an opponent is stronger than themselves.
With strategy and military prowess being two the most valued traits among their people, an intelligent general is one who knows when they cannot win.
The Empire does not claim itself as an equal to SolGov, with SolGov being far more advanced in technology and weaponry. This alongside some other cultural similarities between the two governments has led to strange relationship however friendly.

Dominion of Light

The Dominion of Light hadn't held the Draconic Empire in high regard even from the moment they met. The mostly peaceful, pacifistic Dominion didn't mesh well with the militaristic and conquering Draconians though they still appreciated the newly formed Empire's attempts at negotiations and diplomacy. And likewise the Draconians have never appreciated the Dominion's claims of being equals to SolGov given their lack of military strength. Though nothing has been declared officially, it is widely known within the Federation that The Empire and The Dominion are engaged in a shadow war of deception, assassination, and subterfuge.

NanoTrasen

With the respect the Empire has for SolGov, it's easy to surmise how much respect it holds for NanoTrasen and its abilities to achieve so much with such poor equipment. That alongside their mainstay of industry leaves The Empire wanting to have a good relationship with NanoTrasen which they do indeed have through mutually beneficial trades of food and luxury goods to the fuel the expansionist Empire's efforts.

Tortugan Raiders

A laughing stock to the Empire, with the exception of the Hunters and Skyravens, even the lightest armed of Empire civilian ships can fight off Tortugans.
Due to this, most pirate subfactions avoid engaging Empire ships, especially due to their relatively bad hauls when compared to NanoTrasen ships.
The primary exception is the Skyravens, being a faction of pirates whose motivations are only to kill, seeing money as a way of getting better equipment to kill more. 
In short Skyravens see Empire ships as a challenge, not a threat.

Syndicate

The Syndicate is in the Empire's way of expanding to the east, while also being at war against them, ordinarily this'd mean a very active front.
Yet many factions within the Empire wish to use syndicate assistance to become mightier than SolGov.
This is reciprocated by The Syndicate who is entirely aware of their precarious position with humanity, and seeks to curry favour with nonhumans.
