Introduction
The Draconic Empire is a militaristic and expansionist civilization as one of the three major portions of the Federation Despite under the strict rulership by their Queen, Commands-The-Lizards, the throne is always under duress and competition. The Empire has been and continues to be the top supplier of munitions, weapons, ammunition, and the engineers to operate and maintain them for Whiterapids. It was, in fact, the military engineers that designed the now popular Gauss Guns so frequently seen amidst Whiterapids fleets.
History
Subfactions
The Draconic Empire's leadership has always been very warlike. Many never even considered negotiation an option, that is before The first Empress "Rules-The-Moons"
While most have realized the power of charisma and negotiation, many still hold onto the old warlike ways.
On top of the divergent beliefs the current leadership of The Empire is embroiled in scandal, with the recent death of the well loved and xenophilic second Empress "Pets-The-Kobolds" under mysterious circumstances.
Pragmatists
The Pragmatists are the currently controlling faction of the Empire, though they aren't an official faction. Merely a shared belief. They have decided to no longer only think of war as the only solution, following in the footsteps of the first Empress. It should be noted that even still their approach to negotiations are very brute force, with little nuance. Offering what their negotiation partners want for what they want. Any discerning negotiator can tell that it is really not the most optimal method, making the Pragmatists quite bad at negotiation. That is also used as ammo by the Militarists, as they believe that Draconians just weren't meant for negotiating.
Militarists
The Militarists make up a decent chunk of the government and a smaller part of the people, they believe that negotiation is a foolish idea that Draconians aren't meant for. They believe that instead The Empire should simply go to war with all of it's opponents and take their territory, disregarding how negotiation and political wit is what gave Rules-The-Moons the capability to conquer her foes. The Militarists use The Dominion of Light as an example of where negotiation would bring their people, to laziness and forgetfulness of their ancient martial traditions. It is also to be noted that there is a decent likelihood of the subfaction of Tortugan Raiders known as The Hunters being partially supplied by The Militarists.
Faction Relations
SolGov
The Draconic Empire has a culture that is in the end not afraid to admit when they are going up aganist a stronger force. Military strategy is one of the most valued traits, and being able to admit when outgunned is a large part of it. As such the Empire does not try to claim itself as an equal to SolGov, for they know they are very much the weaker one. This and many other cultural quirks make relations between the Empire and SolGov a weird yet very friendly thing.
Dominion of Light
Due to the Empire's appreciation for military skill it is no surprise that the mostly peaceful Dominion not liked by them. That is compounded by them being considered "arrogant" by the Empire for claiming themselves as equal members of the federation to the stronger SolGov. On the other hand the Dominion sees the Empire as savage brutes. Unsurprisingly there is an active shadow war between the two, with sabotage and assassination going both ways.
NanoTrasen
If SolGov is respected by the Empire for their capability in battle NanoTrasen is respected for how well they operate with far worse equipment Another thing NanoTrasen is respected for is their industrial might, which is another thing the Empire appreciates As such it is no surprise trade relations between the two are very good, with NanoTrasen being the main importer of food and luxury goods to the very industrial Empire.
Tortugan Raiders
A laughing stock to the Empire, with the exception of the Hunters and Skyravens, even the lightest armed of Empire civilian ships can fight off Tortugans. Due to this, most pirate subfactions avoid engaging Empire ships, especially due to their relatively bad hauls when compared to NanoTrasen ships. The primary exception is the Skyravens, being a faction of pirates whose motivations are only to kill, seeing money as a way of getting better equipment to kill more. In short Skyravens see Empire ships as a challenge, not a threat.
Syndicate
The Syndicate is in the Empire's way of expanding to the east, while also being at war against them, ordinarily this'd mean a very active front. Yet many factions within the Empire wish to use syndicate assistance to become mightier than SolGov. This is reciprocated by The Syndicate who is entirely aware of their precarious position with humanity, and seeks to curry favour with nonhumans.
